Facebook today announced an update to custom audience tool that allows advertisers to target Facebook users who visited the advertiser sites or used their applications on smart phones.
Facebook was launched

their ads to their own customers and those who exist exclusively on
Facebook .
And launched Facebook example of how to take advantage of the new update
